It's an artwork :). In Switzerland (this is Biel), a percentage of a public building is dedicated to an artwork to be permanently installed in the building and is often specially commissioned. It's obviously not a functional staircase :)

No one died in the making of this house! Nobody! And no one has ever died while living here!!! Definitely not!!!! It it totally safe to live here!!!!!!!!!

It's an art installation! Fake doors, etc. Left from a city wide art project. I use to walk by it everyday and it terrified me until I learned that it wasn't actual stairs.

The day I saw these stairs would be the day I quit my née job.

Upper door opens to a dorm. Lower door opens to the only toilet available at night in the whole tower.
