HOA communities are generally privately owned. Most of the time police can only enforce misdemeanor or high offenses on private property. Illegal parking is just a traffic violation, not a misdemeanor so they can't do anything. Now someone driving drunk is committing a misdemeanor or felony and they can do something

There's no way it's legal or that the HOA AND police couldn't do something about it. It is a hindrance for emergency vehicles to get through. Based on that alone, he would be required to move it and be told to not do it again. Your "friends" aren't very good friends. As the property owners, they can tell him to move the RVs and terminate his lease if he doesn't comply. I, too, am curious about the pervert part. If he's done something, just yet another reason he could be evicted and arrested.
It's not on public roads but since this entire thing is technically private property it's the owners' problem.

Sooooo, this is my picture that Buzzfeed stole without my consent. First, I went to the homeowner. My friends are veterans and they got stationed overseas for 3 years. They were already having trouble with the guy. They were trying to get him evicted, and we’re in California, which isn’t easy. Then, I went to the police. They told me they would ask him to move it, but we were in a gated community, so they couldn’t do anything. It’s more complicated than an HOA outside of a non-gated community. He repaired RVs for a living and would get these side gigs that he’d work on at night time! So, I went to the city for zoning. Now, they did cite him 4 times, but it’s a $25 fine, and he didn’t care. The only people who could have it towed would be the HOA. What you can’t see is that this is a cul-de-sac. He made it impossible for the people at the end, like myself, to back out of driveways safely. So, after my kid almost got hit, I went to the HOA. What did the HOA do? They cited the homeowner!

That doesn't make sense that the Police say they can't do anything about it. A Fire truck can not get through there. Any emergency vehicles have to have the roads clear enough to get through. That is a law.....
Blocking a street is illegal and dangerous. It could make it impossible for an ambulance to get through when needed. Remind the neighbor that that makes him liable if anything happens. Not the owner. The renter will be liable because he is operating a business that is causing the trouble.

I don't believe any of that. The HOA's covenants, conditions, and restrictions are filed with the city and are enforceable by the police. What they are doing is considered illegal and not just a rule about the color you can paint your front door, so the police can enforce it. So I don't believe this post to be even remotely accurate. We had this problem in reverse. We were renting from a lady that was friends with the neighbors. Her friends had two pitbulls that were constantly digging holes under the fence, breaking the fence, ripping holes in the pool enclosure, and kept us afraid to even go outside. She tried to blame us for the damage instead of confronting her friends. Thankfully we were renting through a management company. We were able to get videos of the dogs in action, and they took care of it for us.

Does your country allow home based businesses? If so, do they have to be licensed? You can always check to see if he has a business license if one is needed, and if he doesn't, report him. As for your 'friends' I'd say they aren't if they allow this kind of c**p to happen, report away!

No HOA? I didn't read the comments so I'm sure I'm repeating many others, but do see the one about having an HOA in THIS situation is beneficial. However (being in real estate) depending on your city, county or state laws, even no HOA neighborhoods (I'm in Reno city limits) this can be called in for safety reasons and abandonment if it's sitting for any length of time. Are all the neighbors simply bitching about it while taking no action?

The HOA can levy fines against the owner, and a line against the property if owner doesn't pay. BTW, if it's not a gated HOA, and the streets are public, then yes the police can do something about it.

If this guy is operating a business out of his home there has to be some sort of code compliance. The city I live in just went after a repair business because they're sick of all the vehicles being on the street; and they are a business, not a residence. Get to your next city council meeting and demand they do something. The police only deal with criminal matters in many cases. Another option is the fire department. If the road is blocked, emergency vehicles have no access.
I'm surprised the house is zoned for running a business. But if you complain to the zoning board, they could put a lien on the home, which would definitely hurt your friends who don't seem to care about the people in this community.
So when the "undesirable" is running a business that is obstructing traffic, thereby limiting access for emergency personnel, the hia can't do anything. When we lost power for two days after a bad storm, all my neighbors came together to share food and to help one another. Our other immediate neighbor is an elderly woman living alone. Everyone in the neighborhood looks out for her and takes turns helping to keep up her property. I just can't figure out how or why people act the way the folks in this article behave, it's just so insane.

She made him go live with his dad when she had enough. He turned the snakes loose in our neighborhood before he left. We were finding them everywhere . There was one I think was a Pecos rat snake that took up residence under their tool shed. It was longer than my 10 ft patio. She sold the house to a Muslim couple with small children. I went over and told them about the snake. Many more we would find around. All exotic to our area. One fell on me when I opened my garage door. Before he left I kept catching him running out of my side fence when I would come home. After he left we found a box of condoms and some soft toys and red bras over there. Gad.

I'm not saying she's being abused, just not taken care of properly. She's super skinny and she's always outside. She always scares me when I walk my dog at night, she'll just pop up as loud as possible. If I stay long enough she'll start foaming at the mouth. I think people forget just how much work certain breeds are, and it pisses me off. German shepherds make AMAZING dogs-once trained. I've met the owner once. I was walking my dog when when he came out to water his flowers. That's the only time i've seen her stop running, but she was still barking. We just had new neighbors move in next to my parents house. Well, first the house was purchased right before Covid. The owner set it up for Airbnb. The neighbor on the other side turned the house in and so we have new renters. They have 3 or 4 dogs set up in outside kennels. They don't rinse out the kennels and they left the dogs out in over 100F heat. The dogs did have some kind of mister but I felt bad for the dogs. Just a week ago, the neighbors put some type of covering on the kennels weighed down with wood. It looks even more trashy. The stench when you walk up to my parents' front door is awful.

I'm not saying she's being abused, just not taken care of properly. She's super skinny and she's always outside. She always scares me when I walk my dog at night, she'll just pop up as loud as possible. If I stay long enough she'll start foaming at the mouth. I think people forget just how much work certain breeds are, and it pisses me off. German shepherds make AMAZING dogs-once trained. I've met the owner once. I was walking my dog when when he came out to water his flowers. That's the only time i've seen her stop running, but she was still barking. I said his dog is pretty and he smiled and said thank you, that was it.
That's so sad. First, I'm sorry that you can't walk your dog at night without being scared near this house. Second, the poor dog. Can you call animal control?
Load More Replies...I miss my neighbors where I used to live, all of them are still such great people. We used to get together for game nights, and dinners, BBQs and we'd help each other if it would snow, ya know, normal stuff, that a decent neighbor does for another.
Homeless in in America and I can attest that most Americans are just evil. However, like in most of the world there are a very small group of kind hearted American. Just good luck finding one. Most of these have been taken advantage of and joined the majority.
I am sorry you are homeless, and that most Americans you've encountered are evil. I am an American, and while I've met some shitty people, on the whole most are friendly and kind. I gave the last of my money to a homeless vet, he needed it more than me.(I'm currently unemployed.)

I stopped reading about 1/2 thru. I can't believe how many idiots & mean people there are in the world.
We just had new neighbors move in next to my parents house. Well, first the house was purchased right before Covid. The owner set it up for Airbnb. The neighbor on the other side turned the house in and so we have new renters. They have 3 or 4 dogs set up in outside kennels. They don't rinse out the kennels and they left the dogs out in over 100F heat. The dogs did have some kind of mister but I felt bad for the dogs. Just a week ago, the neighbors put some type of covering on the kennels weighed down with wood. It looks even more trashy. The stench when you walk up to my parents' front door is awful.
Yet again I come to the end of an article and praise that I live in the UK and not the US!
I would never recommend coming here to anyone from another country. After living on streets for a month and how I got there. How the government and people treat a human being. Why in the world would you come here. I am 52 years old and never in my lifetime seen anything good come from the people. Dog eats dog mentality rules most folks.
