I live in Marin and have seen the fog looking like a huge sea of whipped cream from the top of Mt. Tam.

Like the article says, he “compressed 186 seconds of moonlit fog into an instant.” Not sure about the technique, but he somehow layered the images, to get the whole area covered like this.
