What do you mean by "Set off" a Geiger counter? Much of the universe has some level of radiation (line Granite countertops, who knew?). The question is, how sensitive is your Geiger counter. In general this is a bit misleading. Radiation is a very broad category. "Radiation", for example, includes light. So, concrete definitely absorbs more light radiation than water. That statement really needs to be qualified with specifically what kind of radiation.
