Because why not? It's art. Everybody has to wear something. Most people wear a cross between something utilitarian and the typical styles of whatever era/civilization they live in. Clothes can be anything. There is no standard shape. The style is only limited by its functionality. Lady Gaga is a performer, so while she's performing, being seen is her entire function. She doesn't have to worry about wearability while on stage. Clothing is also a message, and her image is about being 'a monster'. Or in other words, about society accepting people's quirks and flaws, because everybody is different and weird, and everybody has flaws, and it's dumb to keep pretending like we don't when it makes everybody feel terrible all the time. The message is about change, where the old way=bad, new way=good. So, her whole image is about appearing non-conformative, a little bit ugly, and 'montrously' avant garde. She's making a statement about acceptance and positivity. I watched a video a while back where they interviewed a bunch of her fans, and they kept saying how they felt like societal monsters who were finally being recognized and appreciated for who they were. Representation is everything.
