    Even better, repression is much more touchy to enforce if you ridicule the government instead of openly fighting against it. Police is pretty pissed off if they have to arrest people over a case of "drying underwear outside". In Serbia, when activists wanted to get rid of Milosevic, they dropped hundreds of balloons in the streets. Policemen had to run after them, trying to catch all the balloons, gathering them in their arms like little kids in a fair. Everyone was laughing at them. Nobody was afraid anymore.

    Lukashenko is dangerous. His actions which deservedly require sanctions are pushing him closer to Putin which is increases his dangerousness. The people there are suffering with increased costs of goods and increased taxes on everyday people in hopes to push them into public work. A friend who uses to teach English at a public school but resigned to open a private tutoring business is facing a 300% increase in taxes. He wants to force people like her to close their businesses and teach for the state. She will leave her beloved home country first.

    Most likely to discourage German bomber crews. It didn't protect them completely though as Dublin was bombed (accidentally). Downed aircrew (from both sides) were interned in a pretty agreeable fashion until the end of hostilities. Most (upon their personal assurance and personal guarantee that they wouldn't do a runner) were allowed out of camp - even down to the pub in the evening! How civilized!
