No sane person ever says this. We would say the DRUNK mother beats up her daughter or the mother beats up the DRUNK daughter. It saves words, too.

Okay, what if the sentence was “a mother beats up her son because he was drunk”. Or if it were “a father beats up his daughter because he was drunk”. Essentially the same exact sentences except that there’s now a clear distinction. They’re both perfectly acceptable sentences.

As an ex-English teacher, I would say the answer is 'the daughter'. The clause, 'she was drunk' follows the person it is referring to. If it was the mother, it should have been written, 'A mother, who was drunk, beats up her daughter'. However, the whole sentence reads horribly. Knowing the grammar doesn't mean we know the intent of the writer. He or she could well have meant the mother, as alcohol often leads to violence. Also, the use of the present tense (beats) with the past tense (was) confuses the meaning. Does it happen on a regular basis? If it does, the sentence should be 'A mother beats up her daughter because she is always/a drunk'. If it happened only once, then it should read, 'A mother beat her daughter because she was drunk'. Aahhh, the joys of the English language.
"Beats" is in the present tense, and "was" is in the past tense. Now, a state of intoxication can only be the cause of one's violent behavior if it conicides in time with such behavior. You don't beat up someone because you were drunk at some point in time prior to that. Therefore, it is the daughter who was drunk.
Since I was trained in translation rather than language itself, my answer is "it'd *better be* the mother". We were trained to not use the same pronoun to represent two different person in the same sentence. That means "her" and "she" *would better be* talking about the same person. Since the "her" in "A mother beats up her daughter" is obviously about the mother, that means the "she" later on *would better be" the mother. I have emphasized multiple times, it's "better be". Doesn't mean the speaker actually means so.

The pronoun refers to the closest noun, so it's the daughter who was drunk as this sentence is written. Since most people don't know that rule, they could be confused by the sentence. Writers don't know the rule either so they could just write it wrong. But as written, it's the daughter.

This is a common misconception about the English language. Complex sentence structure like this does have rules for proper understanding, but the rules are rarely known. In the event that the dependent clause is descriptive of a noun or pronoun, then the use, or lack of use, of a comma determines the noun or pronoun to whom the dependent clause refers. In this case, due to the lack of a comma, the dependent clause refers to the immediately preceding noun or pronoun. This means that the daughter is the one who was drunk. Had a comma been placed before "because", it would have referred to the mother. The better way to state the latter, however, would be to put the dependent clause at the beginning of the sentence, where it will always refer to the subject.
Imagine asking others about their proficiency in English only to make spelling mistakes galore yourself... *God, I REALLY hope I didn't mistype anything here - talking about throwing scones :-)

I used to work at a convenience store where people could get pastries and bring them to the counter in paper bags. When I asked what was in the bag so I could ring it up 99% of the time they'd say "yes" or "no".
Personally I can really relate to this. My preference or opinion regarding mundane things is often so vague that Yes is a good answer. For example: "Would you like Fanta or Coke? " - "Yes" is a suitable answer to describe that I would like either a Fanta or Coke, both are good options so you can give me either.
When in doubt, I assume they are reacting to the second proposal : "A or B? -Yes" means they said yes to B.
