It was found on a hickory tree. It’s like a spider web but, it is also not. I just want know what it is.

    Because this is not on the leaves of the tree ,or, distal branches, my guesstimate would bark lice / tree cattle . They web the bark not the leaves & if that's what it is, it is harmless unlike webworms.
