Sounds like one of those moms who get upset when their kid get arrested for stealing because "how else is he supposed to have nice things?" She'll probably just go out and get him a puppy somewhere else.

The title is stupid: it wasn't "petty revenge" but natural consequences for the kid. I would never sell or give any animal to people who don't know how to care for or respect living beings.

Putting the puppy in a plastic bag is dangerous, but only half the problem. It's careless and stupid at best, but could be ignorance rather than cruelty, which could be educated. What wasn't due to ignorance was him trying to steal the puppy, despite being told it isn't old enough to leave it's mother. That sort of entitlement and unconcern for the animal's welfare makes him unfit to have a pet at this stage of his development. NTA, except for not spaying your dog. Your sister is the a*****e, for letting her son steal, abuse animals, send abusive communications, and attempt emotional blackmail and gaslighting. If the boy's father is any better, have a conversation with him, and see if he can step up and teach his son to be a decent human being. This kid is an abuser in the making.

This child lacks the maturity to have a pet. I’m surprised he is ten, this is the behavior of an unsupervised five year old. Generally, when an immature child has a pet, the parents help them - supervising them closely, feeding, cleaning up, teaching them how to interact with the pet etc. it doesn’t look like your sister can trusted to do that.

The kids sounds spoiled so the second the dog doesn’t react the way the kid wants the dog will get abused over and over. The kid put the pup into a bag, like wtf? NTA. Dion is an entitled brat with no boundaries, and his mother encourages his behavior. OP was right in revoking her promise. I'm surprised that Dove didn't try to take him down for kidnapping one of her offspring; dogs are usually quite protective of their litter. OP should stand her ground. As an added bonus, don't allow Dion and his mother under her roof until all of the puppies have been homed. They are not to be trusted after this incident.

Looks like some people stopped bothering to teach their kids the law of consequence. Every action has consequence, and it shouldn't change because the child is upset. The mom should have treated this as a valuable life lesson for the kid instead of enabling him. NTA of course.

Children want puppies but don't understand that they won't be puppies very long. After the dog is grown, most kids ignore them.

I would have 1. disowned the nephew (maybe the sister as well), 2. learned to spell: too, break instead of to and brake... etc, 3. learned that there's no need for the apostrophe in "calling me names". also your sister filmed her son calling you names and sent you the video? definitely disown the sister too.
