“There Are No Racist Dogs”: Anti-Racism Plan Sparks Outrage After Proposing “Dog-Free Areas”

The Welsh government was advised to ban dogs from certain areas as part of its anti-racism strategy. The recommendation was part of a broader plan to create more inclusive outdoor spaces and tackle racial disparities.

The country of Wales currently has an ambitious goal of eliminating racism by 2030. Officials are “committed to creating an anti-racist nation by 2030,” a Welsh government spokesperson said.

As part of a broader anti-racism action plan, recommendations given to the Welsh government included creating dog-free zones

“Our anti-racist Wales action plan is built on the values of anti-racism and calls for zero tolerance of all racial inequality,” they added.

In a report submitted by the environmental group Climate Cymru BAME, the suggestions to eradicate racism included having dog-free zones in certain areas. However, the reasoning behind creating canine-free spaces was not included.

Authorities should “create urban farming (allotments) and dog-free areas in local green spaces,” the report said.

“Our anti-racist Wales action plan is built on the values of anti-racism,” said a Welsh government spokesperson

Its list of recommendations also included encouraging the local minority ethnic people to volunteer and promoting diversity in urban and rural green space areas by consulting with local minority ethnic communities. Creating grant opportunities, subsidies, and welfare packages (food and housing) that are accessible to students and minority ethnic people individuals (self-employed, unemployed and asylum seekers) was also suggested.

Another list of recommendations, handed over to the government by the North Wales Africa Society, suggested having “dog-free areas” as well.

The report mentioned how Black African females were concerned about “unkept” parks “with overgrown grass” and the “general lack of safety.”

“One black African female stated that she feels unsafe with the presence of dogs with regards to fear of attack, dogs without mouth guards or leashes wandering around in parks,” the report said.

A Black African male participant was quoted in the same report saying: “Personally, I like dogs, but I keep seeing dog fouling on the floor…the owners should walk with bags and pick it up it is their responsibility.”

Some people were left outraged over the suggestion of banning dogs in certain areas.

“When the world is rid of Dictatorships, I’ll let you worry about dog parks,” one said in the comments section of an article. “This is the problem of the West. Running around with blinders on.”

Another wrote, “As a middle aged white woman I only feel safe walking in remote areas of the hills when I have my dog with me. There’s no way I’d go alone. So ban dogs and you’d effectively be banning me!”

“There are no racist dogs, just certain new arrivals to this country who have a cultural dislike of dogs,” commented another. “So the Welsh Labour government thinks we should change our behaviour rather than they adapt to…”

“Dogs are colour blind. They are generally good judges of character, so if they don’t like you, there’s a reason,” one said.

They are calling it "anti-racism", but they are doing it for racist reasons - some cultures do not like dogs, and the government is pandering to that minority instead of saying "we welcome everyone, it's your choice to use the park or not".

Having read a couple of admittedly clickbaity articles, it does appear that the main author of the paper has form for this sort of thing. Why politicians would appoint blatantly prejudiced people to produce a report that can be so openly mocked suggests cronyism at its very worst. This isn't really about racist dogs, or minorities getting their way. It's drawing sweeping conclusions from false data and wasting public funds to do so.

I don't see how having dog-free areas changes the responsibility of dog owners. This doesn't at all seem like an issue about racism but an issue about dog owners who don't take responsibility for their pets.

If you don't socialise dogs properly, they have trouble reading body language from different body types, especially different face and ear shapes. Similar to humans, if you don't have exposure to diversity, you'll be more comfortable with people who look like you, it takes exposure to show how important looks and body type are.

To be fair, dogs also experience their own form of (people generated) "racism" - it's called BSL (Breed Specific Legislation)... so, technically, this plan would actually be made better with the intentional inclusion of dogs. Instead, it was made to seem even more exclusionary by purposefully adding this as an unrelated and frivolous part of an "inclusive" plan. Hate is hate, and the person running this thing clearly hates dogs. Might want to check your implicit biases when developing an "anti-racism plan." This was just so f*****g stupid to even bring up!

One of my dogs is straight up racist! All my dogs react when they see people other people (Our house is isolated so they are alert dogs), but once I've made it clear that there is no threat, they are ok with ANYONE. Except Belle... She does not like brown skin. She's fine with black! I can't explain it, she's a professionally trained working dog and has no reason to, as far as we can tell.

Just like with humans it's training and exposure. It doesn't matter how it came about, it could be one bad experience or it could be she was around other dogs who do this. The important thing is working on it. My dog must have been attacked (before I had him) by someone with a hood up and sunglasses on and it took about two years to get him comfortable with people with hoods and sunglasses. Just be patient and proactive.

I am not following the logic between racism and dogs? I feel like I'm missing a cultural/historical knowledge. Could someone explain why it would be a racial decision to not have dogs in areas? For myself I used to have a fear of dogs and would have loved the idea of dog-free zones when I was growing up. But now I love dogs and I love to be around them. But I'd still support dog-free zones for people who feared them. I just don't have any reference as to what it has to do with race. So why is that ?

I grew up with a racist dog. We had to put him in a bedroom when certain family friends came over. Our best guess was that he was being tribal and anyone who wasn't like us, wasn't safe. It was awful! As an adult, my dog experienced many different situations and people so that's never been an issue. My parents should have tried harder with that first dog.

Having dog free areas indoors is understandable cause of allergies but outdoors? And specially parks? Dogs needs those green outdoors spaces, just fine shîtty dog owners that don't pick up after their dogs. And please keep your dogs on a leash when in areas were other people or dogs are, fobia is a real thing and dogs can attack and kill other dogs. It happens specially with lousy dog owners and we all know those exist.

I often see Muslims walking in my local park. I'm well aware that dogs are haram in the Islamic faith so I make sure my dogs move away to avoid people from feeling uncomfortable. Jasper escaped my garden earlier this year. Got stuck in a neighbour's garden. I went to retrieve him but had to carry him through their house to avoid 'contamination'. As for the Welsh proposals 2 African people raised concerns. That doesn't seem to be much to hang a whole initiative on. But then again this is the Welsh government...

A dog parent may not consider themselves racist, but if they are uncomfortable around people of other races, their dog can sense that and may act accordingly. The study looked at both Black and white dog parents and found that white dog parents saw more positive behaviors in their dogs toward other white individuals.
