It's from street fighter, so it's the Japanese symbol, not Chinese. I actually have that tattoo on my back and it's a little bigger than what is shown in this picture. I contacted Capcom ( the game studio ) about the symbol, and while it can have a specific meaning, it's interpretation is based on the intention or situation. It does not mean sky, it's most common meaning is God like, invincibility or the after life. In this picture, it means god like or invincibility.
