At some point in the 1950s, the government of the Netherlands paid for these soldiers (and their wives) to come and visit the country and stay in the homes of Dutch families. Since this is a formal ball dress, it could've come straight from Paris and thus displayed the cutting edge design of the day. This is just my conjecture and I could be 100% wrong. 😊
