I think it's a rat, not a mouse. It is pretty evil-looking. The drawing of the cat is not so bad (besides the front leg bending in a non-anatomical manner).

This is, I imagine, a church polemic against the Cathars, a medieval religious group branded heretical by the Roman catholic church. The church spread the story that the cathars were devil worshippers who pledged their allegiance to Satan by kissing a cats backside.
