How are all the people he does work on so pale? Not judging them negatively, just in amazement at the consistency of tattooing extremely pale people.
Many tattoo enthusiasts protect their skin from the sun. Tanning and sunburn are two of tattoos' worst enemies. I wear sunscreen or long sleeves to protect my tattoos from the fading effects of the sun. Perhaps that's why some of these people are so pale.
