Has this person never heard of adoption, albinism, or blended families? This is incredibly racist and threatening. I'd take the note to your local police and make a harassment complaint, because this sort of racist harassment could escalate so dangerously, especially if this is in the US.

No, just no. Not only is this racist and incredibly nosy, and not considering there can be reasons a parent and child don't look alike (the possibilities of adoption, blended families, albinism or foster care), but they are demanding documentation with a threat they'd call the police in the absence of proof of relationship implying they believe the baby could have been kidnapped. (Had the neighbour really truly believed it was a police matter, unless they are an absolute idiot, they'd contact the police not warn the kidnapper to give them a chance to disappear.) And for some reason they include a thanks and smiley face? Should go to the police, tell them you are getting racist messages and also concerned that the sender could be trying to obtain personal details through threats in order to use/sell information for identity fraud.

Call the non-emergency police line and report when you suspect a child is in danger and walk away. No one owes you ANY documentation. Giant middle finger to that.
