That's not barrier. It's where you sit. Some traditional cuisine restaurants do have this arrangement to make the ambiance more traditional without having the guest sitting on the floor as traditionally Asian do not use dinner table to eat together, this I know for sure in South/South East Asia.

Meh. The half tiles are created because there's a slope leading towards a drain. Full tiles don't allow that. It also appears to be dark grout rather than dirt.
