I don't know how it is done now, but book printers used to print 16 or 32 consecutive pages on a very large sheet of paper, then fold it several times to about the size of a book page, cut three edges, and voila - one signature of pages in the correct order and orientation. One possibility is that the large sheet was folded wrong, the sheet was put into the folding machine upside down or wrong edge first. But I'm just making an educated guess.
It's going to be something like that. binding errors do happen, but are rare. This one makes me wonder if there are a bunch more like it out there.
And it happened to a Sir Terry Pratchett book too! isn't that grounds for the publisher to be strung up by his thumbs? Or at least get the kitten torture from Cedric?
There was a book written in the 1960s where the chapters could be read in any order and still tell the same story.

I reckon the book's Jingo by Terry Pratchett. My copy has all the pages in the right order.
That's the book binder's mistake, basically the printer and book assembler. There's several steps along the assembly that should have caught that. There's also the final quality check after all the books are done before shipping, a random flipping through the pages to check printing, page order, glue stability (for the cover), pages cut correctly. One thing to note is that more and more books are printed in China, and it's possible that's what happened in this case. Check the copyright page, the one that shows the title and author and date of publication. It tells where it was printed. My advice is to get a refund from the bookstore or bookseller.
Only choose this book if you *REALLY* want to read it. Or if you need the exercise in mental acuity
I don't suppose anyone here has memories of books where every page needed to be cut out with a knife or similar? I have tried a few and it was a hassle.
I wouldn't be able to stand it, myself. I'd rip out the pages and reorder them in proper order XD The book's a wash anyway if the pages aren't in order, so it's not like it ruins it more by ripping it apart!

A final review by the author ensures that nothing gets lost in the editing process.”

She acknowledged that fixing errors after publication isn't always possible. “The cost to reprint can be higher. So you let that one small error be. It’s not ideal, but there’s nothing you can do. Printing a book isn’t cheap, and reprinting it for a minor typo isn’t always practical. So, sometimes, authors have to live with tiny imperfections. It’s frustrating, but it’s reality. And honestly, as long as the story is good, does one small mistake really matter?” she added.
