The story of AIDS victims being buried on Hart Island NY is a new one to me. Until around 2010, many cities in Cali had laws on the books which stated in part, that if a person died from AIDS, due to the blood borne nature of it, embalming was forbidden, and cremation of the remains was required, as the remains were to be treated as a biological hazard.
