its not just about them just knowing how much. Its about them calculating statistically best number to take on board, in a situation where each gram is at a premium, and each kilogram of mass costs 70k USD to get to space (for STS/space shuttle flight). You really dont have much mass to spare for anything, there, that is not exactly a MUST HAVE, down to a gram.
