I finally realized the reason for this. So basically all the static background objects are painted and designed by the background artists, anything that movies is done by the animators. Basically, you get a background painting with the blank space for the animators to work their magic. Also the more something has to move, the less detailed it usually is. Less detail is easier and faster to animate. Especially with the Hanna-Barbara TV method.
