The executive board of the international organization overlooking and enforcing the rules is 16 men over the age of 55 and 1 woman in her 40s. The rules committee making up the dress code is 7 men and 1 woman. The 1 woman is the youngest on the committee at 59 years old. Like many parts of the world, a generation that does not understand those younger than them is still in charge of enforcing outdated stereotypes.

The rules originally said "Beachwear" and was later changed to bikini under the recommendation of a Woman on the committee (who was a Lesbian), and now there is backlash the otherway.

Not to be overly crude here, but I think the gals should stop shaving their legs/underarms and getting bikini waxes!

If by ashamed you mean forced to parade publicly in bikini shorts (because they're guaranteed to all be out-of-shape older men) for a full day, yes. They should be publicly shamed, and with their names attached so they cannot hide behind anonymity of the committee.
