He came from nothing. He knows what it's like. He has natural empathy. The vast majority of billionaires came from already rich backgrounds. They do not know what it's like. They do not have natural empathy. In fact, in a large majority of cases, how they/their family became rich in the first place was through a distinct lack of empathy. Some of them, in their later years, have learned that philanthropy is a good thing. Far too few.

If the billionaires or multi-millionaires are genuinely self-made—-and I mean started from what the British call “skint”, and not inherited their money or received a huge nest egg from wealthy parents—-remembers what it’s like to struggle, and isn’t a total a*****e who has become full of themself and are total s****y selfish nouveau riche, there’s a good chance they’ll pay it forward. They’re very rare and precious gems, but can be found periodically.

Most of them came from communities that don't need it. What we need is for the government to act the part of Robin Hood. "Oh you're worth $300 billion? That's great, I'm going to take $299 billion of that and use it for people who have less than $50,000 in the bank. The rest is still more than anyone has a right to ask for in this life!
