It's called "art," and amazingly enough, people can have creative hobbies while also volunteering for causes they care about, working at non-profit organizations, and/or donating money to charities.

How do you know they aren't volunteering for those exact causes? This is simply commemorating those who never managed to make it to America, educating society on the struggles that immigrants face, comparing the daunting similarites between the past and the present. While you do need to act upon your word, you also need to spread the message to other people, so that they too can help. They managed to show a reality in which the long gone figures in the photographs managed to reach America. My interpertation of the message conveyed in the series is : what failed to happen then, should happen now.

I think you have some point, but there is no need to get angry over it. Art is a way to express opinions, feelings or sending a message. She made this pictures to remind people of the tragedy of many immigrants in the past, and put them in the present to make a point. This is not bad. Though yes, going out and helping would be important. There are way to many people with messages and opinions on the internet not making a real difference.
