Looks good but is not practical. When it's raining the plants are getting enough water anyway. Add a tank in place of the downspout, with a tap at the bottom to release water when it's needed: now we're talking.
But this is to drain the rainwater away from the house. I think it is smart to not just let it run away.

And then I realized the reason I don't have this on a small scale is because my local conservation district did this for me on a large scale. They even dug the trenches for the drains to go underground when they put in an urban raingarden. It just doesn't water my tomatoes (because they're not in the rain garden).

That might work overseas, but never in Germania. Here, every fart is recorded by the authorities and every wet fuzz is overparagraphed. If you are a homeowner on German soil, then the responsible network operator wants to know why, where, and how many downpipes possibly feed wastewater to the sewer system. Based on this, "discharge fees" (taxes) are levied and woe betide anyone who cheats...
