"You have to get over the past! You have to forgive and forget, and just move on!" - my toxic, abusive mother giving me a kind of sorry-not-sorry speech.

Newsflash: I don't "have to" do anything.
I don't have to forgive parental abuse on demand, that's not how it works.
I don't have to forget the violence, just to make you feel better.
I don't have to move on while you continue your toxic behavior towards me.
I don't have to get over the past, while you face no consequences for how horrible you treated me.

You want things to get better between us? Start by acknowledging the injustice, the humiliation, the violence, the bullying you put me through as a child - and change YOUR behavior.
