I'm going with Tinkerbell.
She tried to kill Wendy over jealousy and her sass was a bit more than personality trait.
Also, she's one of the most provocatively designed Disney characters. Disney tried refreshing Tinkerbell by toning down her proportions and giving her a more wholesome personality. However, the merch still usually depicts the pin-up version of Tinkerbell.
Rainbow Dash from My Little Pony: Friendship Is Magic. She's rude, arrogant, nasty, and uncomfortably close to being a bully.
Fictional cartoon character? Vs a real cartoon character?
Some cartoon characters are based off real people or animals. Winnie The Pooh and Christopher Robin, for example, are based off a real bear and person from Winnipeg. To keep this from getting complicated, we can stick with purely fictional characters.
Bart Simpson. Just reminded me of the bratty kids who made my childhood he'll.
