This is true and it's pretty logical. They made studies, which prove that people who have the tendency to harm/abuse/kill an animal, especially in their youth, have the tendency to escalate with violence/assault/homicide towards humans as well, later in life.

The reason they do this is that people who abuse animals are far more likely to commit violent crimes, so this is a good way to keep track of them and keep them on file.

That is because Animal abuse is a precursor of behavior for serial killers, as is arson. If you have a neighbor or family member abusing anmimalsl know that they may graduate to children or adults to murder. You must act to protect us all.

yeah I doubt the FBI is tracking people for animal abuse.... Maybe animal trafficking or big scale animal fighting but not for "basic" animal abuse.

Many prisons in the US have a program that has select inmates train shelter dogs, some for specific tasks such as disability service dogs. Marked improvement in inmate behavior and outlook have been noted in these programs and, of course, it improves the lives of the dogs involved.

Greyhounds As Pets NSW have a similar program at a women's correctional facility here in Sydney. The inmates help prepare ex-racing greys for life as a pet, teaching them things like how to go up & down stairs, basic obedience, etc. It's great for the dogs, as well as the inmates who can even earn a government-recognised certificate. (Our foster grey participated in this!) :)
