Horizontal racks = less construction, more efficient use of space. Looks impressive for a cad drawing. Wildly ineffective use of space.
It's a proof of concept which makes it effective. It's a definite art piece and again effective in changing the look of its surroundings which haven't changed all that much over the last 70 or so years. Not everything has to be about efficiency and horizontal racks have as much of not more construction involved and with a few simple design changes that I can see with this wheel and its housing it could have even less materials involved in its construction and assembly.
