A lot of the fake balconies are most likely decorative elements. I did a google and "quora" said something about making homes look more luxurious. For larger buildings it's probably an architects choice of making the façade prettier or emphasize the "rhythm" in the design. That said, there seem to be a lot of useless AND horrid examples...
