That's so normal, most sidewalks are like that. While it's a huge trip hazard at least there are trees around

There were quite a few similar sidewalks in and around Philadelphia, Pennsylvania many years ago. At the time, there were also places where the sidewalks looked like that, but they'd cut down the trees, so just the stumps and roots were left. Much too often, nothing was planted to replace them, and the residents weren't able to do anything, because they were usually rowhomes with no front yards/gardens of their own. Those places always made me so sad when I was a kid.

This is way more common than it looks. But now they rip the trees off and leave without them.

I wouldn't say ruined. A little power washing and some paint and that can be the best side walk.
