As a legally blind person who learned to read Braille, I can attest that while this IS a bad tactile design, a person who reads Braille can read those dots just as easily as the rest of you read those numbers with your eyes. You'd be surprised just how well your fingers can provide your brain with a ton of tactile input.

They would have a better chance to just feel the numbers.

My niece is blind. They had a national convention at a hotel. The braille was upside down on every single sign, including all the room numbers.
