That ceiling is bowed and is going to come down sooner rather than later, hopefully not on someone's head. The way to get landlords to listen to you about repairs is to frame it so that they'll benefit from it. For example, my water pipes freeze every winter and if I was to ju tell my landlord that, he'll take his time or completely forget. So instead I tell him that the frozen pipes could burst... water everywhere... big mess... costing lots of money for plumbers, contractors, and other major repairs, plus someone could get hurt. Compare that to having a plumber come out for a couple of hours to thaw the pipes out and install something to keep then from freezing anymore. That's a much cheaper option. In this case, let them know that if that ceiling comes down and kills someone after he was informed about its condition and did nothing to address it... his chances wouldn't be too good in court. That and the possible media attention could be the motivation he needs to take care of this.

Correct. If people have an affordable place to live these days, they'll put up with a lot to keep it, living with mold and exposed wiring among other things. Because if you complain about it or the landlord, you'll be out in the street before you can say 'negligent landlord'.

That's crazy! If this is in the US, they should go straight to city inspectors! There's no way that this will pass occupancy and the landlord will be liable for some hefty fines for that mess. Those tenants need to leave immediately and the landlord should be responsible for putting up lodging for them while their home is being repaired. They should check with advocacy groups for legal help if the landlord won't do this and if he tries to charge rent for the time that they've been forced out of their apartment. They should document everything to protect their rights.

My life was destroyed on Thanksgiving Day, year 2000. My dad was putting up Xmas lights after we ate our meal. He fell off of the ladder, crushed his skull, and sustained a catastrophic brain injury. His body lived, but I lost my beloved father that day. Not only did it destroy his life (he was only 58) but it destroyed mine as well, as my mother decided selfishly to ignore my father’s well-known wishes not to be kept alive in a near-vegetative state. We took care of my dad at home. I loved him, but I lost my 20s and 30s to caring for him. I never moved out, never married, never got a normal job. He died in 2021. I held his hand as he died. My mother refused to even be present. I have never forgiven her for any of this. And I miss my dad terribly. My mother’s a toxic narcissist; my dad was a wonderful dad. Hug your loved ones, everyone. Regret is a bítch, I should know.

Ok I am Ukrainian and my Babushka is still in Ukraine. Right now she is in Kyiv but for the first year of the war she was in Donetsk which is in eastern Ukraine. She is 86 and went without water, electricity and gas for sometimes weeks in the winter. And she had refused to leave because she "would not let the russians chase her out of her home". She had to leave when she got shrapnel in her back from an explosion. So yes. Very much so.
