Yes , Bear, and in some parts of Canada it is legal to eat horse meat. In Some parts of Europe, sometimes in a region but not the entire country, it is legal to eat horse meat and dog meat. I don't think the kid intended to be racist. He was worried about the cat eating the food. It still came across as racist so the kid needs to know not to say things like that in jest or otherwise.
