No, it's not. There are plenty of passages in the Bible that refer to not CUTTING your hair, but there is NOTHING in the Bible that says "don't wash or brush your hair so that it becomes a matted pelt that traps filth, sweat, hair oils, skin oils, dead skin, and reeks like a rotting dead thing".
