I looked it up: their stings are generally harmless to humans, but can cause irritation. If you do make contact, wash your hands throroughly before going anywhere near your eyes; your hands may get tiny, tiny nematocysts (stingers) on them!

They're Goose Barnacles. They extend a long goose neck when feeding and centuries ago they were though to be the summering form of the bird the Barnacle Goose. Long before migration was understood. Barnacle Geese spend the winter in the UK and the summer in Greenland, Siberia etc.
