1) Icebergs melting makes no change. That is correct. 2) Ice melting on land (i.e. greenland, iceland, Antartica) runs off the land, leading to a sea level rise. These people clearly got confused. They have no idea what they are doing.

are they aware the ice comes above the level of the water? you don't want all that stuff to melt and come down into the water. I think this person stopped at second grade.

This probably comes from the fact that there’s a lot of ice currently above the water level, and if that melts it would add to the oceans, making the levels rise. However, that’ll mostly be canceled out by the fact that ice is less dense than water. It’s not an altogether ridiculous theory though.
