It is a set of ear plugs with adjustable opening ends. If you really need to reduce noise, buy a set of high-quality ear plugs instead. They are significantly cheaper and easy to replace.

I would kill for this. I have severe sensory issues and misophonia, and live in a noisy apartment, which gives me bouts of rage.

For someone who's noise sensitive this seems amazing to me. But the impracticality of their size and wearing them constantly makes me wonder about the what sort of problems they'd cause for your ear health, ear plugs worn semi regularly (such as sleeping) can already increase your chances of developing inner ear infections or tinnitus.
